Patricia J. Parker advises KG Law clients regarding governance and operations, property rights, land use, contracts, and procurement matters. As a research attorney, Ms. Parker reviewed and advised judicial officers on general and complex civil law and motion matters impacting public agencies, including but not limited to the Brown Act, Public Records Act, CEQA, and disputes related to contract, employment, and intellectual property rights. As a litigator, Ms. Parker performed independent case review and analysis, prepared pleadings, propounded and responded to discovery, and engaged in law and motion practice including complex motions for summary judgment/adjudication. Ms. Parker also assisted with drafting appellate briefs.
Ms. Parker’s legal experience is supplemented by having served as a project manager/contract administrator for large infrastructure projects enhancing water delivery and transit in the San Francisco Bay Area. These federally funded projects required deep understanding of local, state, and federal (FAR) requirements pertaining to procurement and change order management. For the San Francisco Public Utility Commission’s Water System Improvement Program (WSIP), which repaired, replaced, and seismically upgraded the Hetch Hetchy Water System, Ms. Parker served as contract administrator for a construction management team with a $70 million budget. In partnership with contractors, projects in the WSIP San Joaquin region were completed on time and with less than 5% cost change. For the San Francisco Municipal Transportation Agency (SFMTA), Ms. Parker participated in managing and enforcing construction contracts totaling $1.4 billion. Her duties included tracking owner and contractor requests for changes and participating in claims review and complex dispute resolution. For the SFMTA, Ms. Parker also assisted in preparations for negotiated procurements and the review of project management best practices, policies, and procedures.
Lastly, Ms. Parker uses her legal and project manageent experience to assist the Los Angeles County Metropolitan Transportation Agency's (LAMTA "Metro") Office of Inspector General (OIG) in its statutory oversight duties. The OIG is charged with providing independent analyses, evaluations, and appraisals of Metro's performance effectiveness, the accuracy of its information systems, the economic and efficient utilization of its resources (including ethics), and the adequacy of its internal controls.
